The Minerals and Petroleum Resources Development Act of 2002 (MPRDA), and the National Environmental Management Act (NEMA) regulates the development and management of prospecting and mining activities.

The MPRDA identifies minerals resources as resources that belongs to all the people of South Africa and may be developed by anyone that has the financial and technical competence to do so. The Department of Mineral Resources (DMR) is the management agency is the implementing agency acting on behalf of Government.

Any application to prospect or exploit minerals must apply to the DMR to do so. The application must comply with the prescribed procedures of both the MPRDA and NEMA.

INDEX has experience in the application for prospecting and mining rights, the complining of the EIA and Environmental Management Plans, Social and Labour Plans, Environemtal Compliance Plans and mine closure applications.

Previous experience includes the following:

  • EIA and EMPR of the SAMREC Andalusite mine near Burgersfort in Limpopo Province.

  • EIA's and EMPR's of roads and borrow areas at White River, Jeppe's Reef and Khombaso. and borrow areas at Madidi, Kgomo-Kgomo, and Moretele for the Mpumalanga and North West Roads Authority

  • EIA and EMPR of various alluvial diamond mines at Cullinan, Lichtenburg, Mafikeng.

  • EMPR and mine planning of alluvial diamond deposits in the Cullinan Nature Reserve for Bathopele Resources & De Beers

  • EMPR and mine planning for a clay brick mines near Springs and Bronkhorspruit.

  • Mining applications and environmental compliance of the Crushco and Verlesha mines that belong to Buildmax Aggregates and Quarries (Pty).
